February 20, 1999 URGENT ALERT! SB 26 -Senate Bill introduced by Senator Dina Titus (D-Las Vegas) to finally make it a Felony for the Killing of a Wild Horse and Tripping unlawful for sport/entertainment. Lets not let the Virginia Ranges "estray" wild horses die in vain.
CHALLENGE: In past Nevada legislative sessions Senator Dean Rhoads (R-Tuscarora), a public lands rancher, has never allowed these kind of bills on the calendar of the Senate Natural Resources Committee for a scheduled hearing, despite overwhelming support by Nevadans for such legislation. A hearing is a must for these bills to proceed through the Nevada legislative process. HOW YOU CAN HELP: Also send copies of your communications with Senator Rhoads to ALL legislators via e-mail at senate@lcb.state.nv.us/ (Dear Senators) and assembly@lcb.state.nv.us/ (Dear Assemblymen & Assemblywomen) AND urge each legislator to please speak with Senator Rhoads requesting that he schedule a hearing for SB 26 in his committee ASAP. If this first barrier can not be overcome, SB 26 will die on Senator Rhoads desk, as it has in the past, just like the wild horses over the Christmas holidays. If you are unable to contact all the legislators, make sure that the following legislators get copies of your letter to Senator Rhoads. Then your voice can not be ignored by Senator Rhoads.
Began contacting Senator Rhoads immediately, as well as other legislators. LEGISLATIVE PROCESS: Once SB 26 is passed from the Natural Resources Committee, it goes to the Senate Floor for a vote. Once it passes there, it must then go to the Assembly Committee on Natural Resources. This will be another up hill battle. Once it passes there, it must go to the Assembly Floor for vote. Amendments can be made once SB 26 enters into a committee to specifically add Estray "wild horses", etc. in the language. Each step is critical & requires action by Nevadans to let our elected officials know that the majority of Nevadans want such legislation passed into Nevada law.
