SB 396 Increases penalties for animal cruelty convictions, provides for mandatory minimums in sentencing, increases protection for police and service animals and establishes felony penalties for killing livestock, estray animals and wild horses.  Will be heard in Judiciary: Senator Mark James, Chairman.
